Proposals from the membership regarding the 2005-2006 edition of the Bay Cup

Required quorum of seven members was met and therefore the meeting was called to order by the Chair.

ELECTION OF SECRETARY

Anna Estrada nominated by Glenn Willette. Nomination seconded by Elizabeth Earls. There were no further nominations. Anna Estrada was unanimously elected by an oral vote.

FEES FOR JO QUALIFIER

Elite Three Muskateers had requested that they be allowed to charge an entry fee of $25.00 for the JO Qualifier they would hold in December.

Since the issue was part of the discussion that involved the changes to Article III of the bylaws, we proceeded with the discussion of Pre-Registration and then returned to the subject of this entry fees after discussion and vote on the bylaws.

PRE-REGISTRATION FOR SANCTIONED EVENTS

The idea of Pre-Registration originated because it would better equip hosting clubs the ability to determine how many refs they would have to hire for a tournament making the tournament more efficient and fairer to the fencers. There was unanimous agreement that pre-registration is desirable and should be allowed.

Hosting clubs can determine what the early registration entry fee will be, i.e. how much of a discount a fencer will receive for pre-registration, the maximum fee allowed by the division being the entry fee that is paid for those registering for an event the day of the event.

CHANGES TO BYLAWS

Changes were adopted as posted on the website with the exception of Article 3.1 which was adopted as follows

Article 3.1. Entrance fees for competitions affecting qualification paths to national events, conducted by or under the auspices of the Division, or within the territory of the Division (with the exception of competitions run by USFA or Pacific Coast Section), shall meet the guidelines set by the Division for the current season, or get a specific approval from the Executive Committee.

FEES FOR SANCTIONED TOURNAMENTSIt was agreed that the maximum entry fee for any tournament sanctioned by the Northern California division during the current seasons will be $20.00. Since the JO qualifier must be a sanctioned tournament, Elite Three Muskateers will not be allowed to charge an entry fee of over $20. They can determine what their pre-registration fee will be.

Fencers that have pre-qualified for Junior Olympics will be allowed to fence at the tournament for a $5.00 entry fee. The division will compensate the hosting club $5.00 for each pre-qualified fencer participating at this lower entry fee.

Guidelines for entry fees will be set each year at the time that officers are elected.

PROPOSALS FROM MEMBERSHIP FOR 2005-2-006 BAY CUP

Normally Eric has begun to poll members around February to see what events they want to have.

As the Bay Cup has grown, the Division would like a more structured form of input that would allow everyone to participate more fully.

Therefore it was decided that Eric will hold a meeting in mid April with the three division chairs (or a representative designated by the chair) to determine what the structure of the events will be for the 2005-2006 season.

Tomek will call an executive committee meeting in January, and part of that agenda will be a discussion of next season?s Bay Cup. Since under the new bylaws the executive committee will include a representative from each club, this will be a good opportunity to get input from the whole division.
