The meeting was called to order at 6:20 pm
Attendees included:
Jonathan Jefferies, Emily Vanderlaan, Edmond Hon, Chloe Soroquere, Bill Cracraft, Beau Mitchum, Eric Dew, Anthony Joslin, Sandra Ringener, Greg Massialas, Peter Burchard, Kasha Parker, Abbas Koshnevissan, Karen Lum, Abdul Habek, Harold Hayes, Todd Russell and Jim Liebich.
First order of business was a discussion on establishing a procedure for sanctioning non-Divisional (annual qualifiers) and non-Bay Cup events held by division clubs. A motion was made to require all clubs to submit requests for event sanctioning at least 5 weeks prior to the planned event date to the Division Secretary.
For proper sanctioning, the requested event date must be at least 2 weeks before or after any same weapon event already scheduled by the Division, Bay Cup or other member club. The requesting club must provide specific details about the planned event, including, date, time, location, registration fees and prizes. The Secretary will notify (via email and mail, as needed) the Executive Board of the request for approval upon receipt and a decision will be rendered to the requestor within a week of receipt. Upon approval, the event details will be posted to the Northern California Division and Bay Cup websites for proper notification to the membership.
The motion was seconded and approved.
The second order of business was to discuss and vote on the pending GGFC request for two epee events to be approved and sanctioned. The first event was scheduled for November 26, 2006 and the second event for December 30, 2006. The first event timing and date was found to be in conflict with the new event sanctioning procedure.
A motion was made and seconded to vote for sanctioning both events as originally requested by GGFC. The motion did not pass. A second motion was made and seconded to ask GGFC to resubmit their request for sanctioning the December 30th epee event, providing all necessary information per the new approved procedure. Motion was approved.
Treasurer’s report:
Edmond Hon reported on the Northern California bank accounts held at the Far East National Bank:
Checking Acct# 11902: $2,217.02
# 12216: $7,700.39
Term Deposit Account Balance is: $1,4718.55
A USFA Check dated 9/26/06 for $2,652.00 was deposited on 10/12/06 in Acct#12216. This was our share for 2006 membership fees collected by the USFA.
Ed is still awaiting confirmation from the previous treasurer that last year’s report was filed with the USFA. Also still waiting for last year’s treasurer’s accounting files.
Secretary’s report:
Las minutes, dated January 2006, are posted on the northern California website. Let Chloe know if any corrections are needed.
Chloe is still missing previous year’s secretary files but hopes to receive by month end.
Qualifiers Discussion:
The dates for the Division qualifiers were established as follows:
- JO Qualifiers: November 18th and 19th, 2006
- Div II, III, Veteran and Senior Team Summer qualifiers: March 3rd and 4th 2007
- Y14 and Cadet Summer qualifiers: May 5th and 6th, 2007
A discussion followed on clubs assignment and the need for selecting host clubs that can accommodate the various competitions sizes with sufficient number of strips, lights in the middle and an appropriate number of referees. Scheduling should attempt to accommodate fencers who fence more than one weapon (Saber and Epee or Foil and Saber) by holding competitions on different days. Scheduling also needs to take into consideration small clubs with limited number of coaches who may need to attend multiple events in varied locations.
A motion was made and seconded to split women foil competitions from the men Foil competitions. The motion was approved.

Chloe Soroquere will prepare and send observer packets to each location, including all necessary documents. Observers will be paid $100 per day.

Competitions were assigned as follows for March 3 and 4, 2007:
Saturday, March 3rd:
Saber, men and women, Div II, III, Veteran and U19 Team @ HFC
Epee, men and women, Div II, III, Veteran and U19 Team @ GGFC*
Sunday, March 4th:
Foil, men and women, Div II, III, Veterans and U19 Team @ Sonoma State University
*Executive Board recommended and approved that if GGFC is unable to host the Epee events on Saturday, Sonoma State University will host both Foil and Epee events on Sunday March 4th.
Summer National Qualifiers Y14 and Cadet Events:
Competitions were tentatively assigned as follows for May 5th and 6th, 2007:
Saturday, May 5th:
Y14 and Cadet Women Foil @ SFFC
Sunday, May 6th:
Y14 and Cadet Men Foil @ HFC
(Note: a motion was made and approved to split women Foil competition from men foil and assign both to different clubs)
Saturday 5th or Sunday 6th:
Y14 and Cadet Men and Women Epee @GGFC (Date and time TBD)
Saturday, May 5th:
Y14 and Cadet Men and Women Saber @ either First Place Fencing or Coastside Fencing – Proposal to be submitted
by December 1, 2006 to the Executive Committee. Division observers will be assigned at a later date.
After a brief discussion, it was decided that no pre-registration would be required.
